Let's stop being afraid of solutions, the ecological transition is feasible
In March 2017, in a special issue of PCM devoted to road financing, UnIPEF highlighted the challenges of preparing for the end of motorway concessions, in order to free up financing capacity for other modes in particular. The idea, inspired by what has been done with parking concessions in towns and cities, was to start afresh with new concessions, while maintaining identical tolls and charging for freeway use. As these new concessions would no longer have to amortize the investments made since the 1950s, part of the new tolls would be collected as negative externalities, which could be redeployed to other modes of transport.
Eight years on, the Prime Minister's launch on May 5 of the Conference on Financing raises the same question, but in a new context: public debt continues to grow, topping 3,300 billion; the public deficit has reached 6% of GDP; and with two years to go before the next presidential elections, no decision has yet been taken on the State's intentions after the end of motorway concessions, the first of which will take place in December 2031.
The report published by TDIE in January 2025 provides very concrete answers to these questions, and shows that there are solutions to the financial, accounting and organizational challenges.
